見た感じ「urllib3-1.19.1-py2.py3-none-any.whl」のインストールでこけてるっぽいので、以下のコマンドを実行して手動でインストール。
sudo python3 -m pip install --user --upgrade request sudo python -m pip install urllib3-1.19.1-py2.py3-none-any.whl
その後無事インストールできました。
